The Planning and Strategy Development area of expertise supports NOS programs by offering expertise and assistance in action plan development, strategic planning, process design, agenda and workshop design, and meeting facilitation. The team is knowledgeable about current coastal and ocean resource management issues and also offers capabilities in designing and conducting assessments, spatial data analysis and presentation, and report design.

Services Include:
- Project Planning
Sound planning is critical to the success of any project. A project plan usually includes an overall project process diagram, detailed schedule, and requirements matrix.
- Process Design and Facilitation
SP designs a process and facilitates a wide variety of meetings and workshops. SP works with NOS programs and offices to support the desired outcomes of a meeting or workshop. Services include: defining goals, designing agendas, and developing templates to capture information in an organized method. SP also helps build capacity in NOS programs by offering coaching in facilitation skills.
- Agenda and Workshop Design
SP has extensive experience in the comprehensive design of workshops and meetings. Effective agendas as well as detailed process diagrams are created to guide a workshop toward the desired outcome.
- Action Plan Development
Action plan development includes several major phases including project planning, constituent outreach, issue identification, evaluation and prioritization, and strategy and plan development and review.
