Special Projects is a leader in all aspects of Web site development. This includes defining site requirements; creating storyboards; designing graphic features; establishing file architecture; constructing page templates; specifying and implementing technical requirements; establishing editorial frameworks; developing content; designing and implementing advanced features such as databases, multimedia and real simple syndication (RSS); and site maintenance. 


SP provides this expertise and service to the National Ocean Service, organizations throughout NOAA and in partnership with interagency groups.  It often provides this expertise by way of its Technical Assistance Program by working collaboratively with staff from other organizations to develop their organizational sites and then training them to maintain the Web sites themselves. Special Projects uses a variety of the most up-to-date software and technology and aggressively pursues leading advances in Web features and delivery.

Services Include:

  • Web Site Requirements – Working collaboratively, Special Projects and its clients develop a document describing the themes, target audience, design guidelines and the principles to guide the Web development process.

  • Storyboards – Building on Web site requirements, large-scale site layout mockups called "storyboards" are developed to show site architecture, major/minor sections of the Web site, section content requirements, and advanced features to ensure it will meet all defined requirements.

  • Graphic Features – This is original graphic art to depict the spirit and theme of a Web site and the Web site layout.  Special Projects also creates art for media such as one-pagers, PowerPoint templates, and announcements to support NOAA's National Ocean Service goals.)

  • Technical Specifications – These are the detailed methods and techniques used to create Web pages that take advantage of Web development software features. They include such features as cascading style sheets (CSS), the latest in Web site navigation, and techniques for efficient site maintenance and updating.  Ways of using advanced Web technologies such as streamed video and audio, email listservs, Web surveys and integrated site and NOAA-wide search capabilities are part of a site's technical specifications.

  • Editorial Frameworks – These document the principles, roles and responsibilities of the Special Projects Web development team and its partner(s), the content development process, and editorial policies associated with each Web site.
